If you don't have a static IP, the frequency at which your IP address is reassigned or not is completely at the discretion of your ISP. It's likely that it's assigned automatically and not something technical support have control over.
Your best bet you having your IP address freed and reassigned is you turn off or disconnect your cable modem for a long period. If this works, it may take several days. This is not a guaranteed method however.
