Default Difference to neighbour

I spoke to my neighbour yesterday and he said he has a 6mb connection. I said that's rubbish cos we can only get 2mb in the village we're in.

I went round to his house and lo and behold, he has a 6mb connection. The website speedtester.bt show's he is capable of 7.1mb but he gets 6mb. My speedtester.bt shows I'm capable of 2mb but I get 1.95mb.

I look on the BT Wholesale Availability Checker and this is the message I get with my phone number...

Your exchange is ADSL enabled, and our initial test on your line indicates that your line should be able to have an ADSL broadband service that provides a fixed line rate up to 2Mbps.

Our test also indicates that your line currently supports a potential ADSL Max broadband line rate of 2Mbps or greater.


I do the same test with his phone number and this is the message...

We live in a semi detached house so it's not like Australia where my neighbours 10 miles away, it's literally my door step away!
Yet he has 6mb and I'm stuck with 2mb!!!

How can my neighbour have 3x the speed I have? I understand and accept there can be a difference of say half a meg but 4mb difference I find hard to understand.

My connection is BT Unlimited.

Vista 64bit

His connection is Orange
Some ****py router
Vista 64bit

What I do know is he has changed the wiring in his phone line connection. He's taken the bell wire off. I don't know if mine has been taken off and it's not a problem to take the orange wire off but I can't see it making a 4mb difference?

The technical people from BT is unfortunately an indian call centre where they read from a script so explaining this problem to them gives me no answer. They refer me to the fair usage people every time because they think my slow line of 2mb is because I'm being slowed down between 5pm and midnight. They don't seem to grasp my actual line is slower.

My first question I was hoping you could answer is why does my neighbour have a 6mb and I have 2mb?

Second question is what can I do to get the same connection when I'm next door? Is there any legal requirement to provide me the best they can?
