Default Slow Sky Broadband Speeds - PLEASE Help

Hope someone can help me. I have Sky broadband and am paying for upto 10mb speeds. At the moment my download speed is between 0.25 and 0.35mb depending on time of day. I live 602 meters from the exchange on the edge of a small town centre. I know that it is 'upto' 10mb but on checking my broadband speeds, it seems that my neighbours are all getting 6.5mb and upwards from different providers. I don't really want to change ISPs as the cost from sky is amazing and if it worked I would be more than happy. I've held off phoning them untill I know a bit more about what I'm talking about.

I don't have an engineers test socket on my main phone socket.
I have tried unplugging everything from my phone line and plugging my router into my main phone socket.
I have also tried hard wiring my pc to the router but nothing has made any difference.

make sure you have filters on all you sockets that have someting pluged in I had slow sky connection reported it to sky they checked the system and told me to unscrew the bt wall socket and plug the router into the test socket behind the cover that knocks all the house sockets out and it ran at 4mb which is my line speed. I had my sky box pluged into the wall socket with no filter. so when I disconnected all phones and boxes moved my router back upstairs it runs at 2mb which the other 2mb is from the poor house phone wiring which is going to be my next project !!!! hope this helps Graeme
