Angry Sky Dlm Tool

My download speed has dropped in stages from 2.5Mb to 0.42Mb over the past three weeks. I contacted Sky and was told that the DLM tool was being used to establish the best connection for my line. I have been told that I must wait until the 28th of June before any changes made can be reversed. Has anyone come across this procedure before and what can I expect at the end of it? I pay for the 8Mb package and I do accept that my line can only take 2.5Mb according to BT but 0.4Mb is taking the p**s
