Buying UK PAYG Mobile Broadband from abroad

I am planning a trip to the UK soon. I would like to buy PAYG Mobile Broadband and have the SIM card sent to Germany so I can use it as soon as I reach British shores. I do not need a dongle/modem because I already have one in Germany.
Is this possible?
I see that T-Mobile explicitly states that they sell only to UK residents.

I believe that if you can get hold of a 3 mobile telephone sim you can then convert it to a dongle sim, but again you probably need a UK resident address.

They insist on addresses as all mobile numbers have to be traceable in case of criminal activity I believe.

You may also want to check your german dongle is not locked to the network you bought it from.

Hi, I would like to do this the other way round, I have tried the cheapest way to use a dongle in France from a uk provider (T Mobile) and that cost £40 for 200 MB. is it possible to get a mobile provider in france like Orange FR. to supply a dongle and a contract as I spend months out there working and need reliable access to net whilst on the move from location to location?
